World Day of remembrance of road victims
#WDR2016 in Turin and Rome: the initiatives of Luigi Guccione Foundation, road victims Moral Authority. There will participate the UN Special Envoy for road safety, Jean Todt, president of ACI, Angelo Sticchi Damiani and Yolanda Domenech of FEVR

November 20th, 2016 will be celebrated as the World Day of remembrance of road victims which has been adopted – on a proposal of our European Federation of Road Victims (FEVR) – by the General Assembly of the United Nations with the Resolution 60/5, October 26, 2005, to be celebrated every year on the third Sunday of November (www.worlddayofremembrance.org).
Six governments in Italy have passed since then, and no act of implementation of the UN Resolution was accomplished (Government Berlusconi III, Government Prodi II, Berlusconi IV government, Government Monti, Government Letta, Government Renzi).

In the Plan “Decade of Action for Road Safety 2011-2020” – approved in Washington the March 15, 2011 and presented worldwide on May 11, 2011 by the UN, WHO and some 100 NGOs have helped to process it – it is cited on the 5th Pillar (there are five of them): “Improve the after-collision assistance: strengthen health services for road accident victims.”
In Italy 37 economic and social organizations signed it in a meeting that we held at the Chamber of Deputies.

The President of the Republic Sergio Mattarella sent a Medal award as a representative of the Presidency of the Italian Republic for the # WDR2016. Wednesday, November 23, 2016, at 9 am, will be held an extraordinary open council, in the beautiful Red Room of the Town Hall, in Turin, devoted entirely to # WDR2016. The Municipality of Turin has agreed on our proposal to convene a special extraordinary council. The theme this year decided by the presidents of the national road deaths Organisations of European countries belonging to the FEVR (European Federation of Road Victims) is: “Actions of primary importance after road collision: medical care, investigations, justice.”

Turin is the first city in the world to implement this strong institutional act. Approved jointly. In fact, the President of the Municipal Council, Fabio Versaci, involved all the leaders board who unanimously decided on the convening of the important institutional meeting. It is to them, the mayor Chiara Appendino, to the Mobility assessor Maria Lapietra and to the whole council that we extend our heartfelt thanks. There will also be present the Special Envoy of the UN Secretary General for Road Safety, Jean Todt, the presidents of ACI and FLG, Angelo Sticchi Damiani and Giuseppe Guccione.

The day should not be – and we explain it to the many national and local institutions that have not taken concrete steps – only one day, because of its commemoration.
Together we must develop the three objectives of ” Vital post-crash actions: medical care, investigation, justice.”
It is unacceptable that 34 years (it was 1982!) after the approval of an amendment to the Insurance Act which provides that the 10.50% of Motor TPL is intended to assist road victims there is no assistance law yet!

Just as the way serious investigations should be made in order to put the victim on an equal footing with those who commit the offense.
Joint teams are needed in prosecutor offices because investigations preserve the crime scene, the findings are properly catalogued and stored, witnesses identified promptly and interrogated, the analyzes of those who have produced the fatal collision should be made immediately, etc.
And the penalties be fair, just and effective. “The road murder” messed up, after a year of its application should be amended and corrected in many aspects and in order to avoid the risk of unconstitutionality because of the superficial legal competence of those who voted for it.

Always on Wednesday, November 23, 2016 in the afternoon, at 16, it will be will inaugurated the National Center for road traffic victims in Rome, Via Marsala 8, “Caracciolo Gallery”, named after Marcel Haegi, founder of FEVR (European Federation of Road Victims) and other 20 victims of the road whose family members have co-presented together with the FLG petition on Change.org to require the Government and the Parliament to pass a law for assistance to road victims.
And in the initiative of Rome there will be present to highlight the importance – after the one in Turin – the Special Envoy of the UN Secretary General for Road Safety, Jean Todt, the presidents of ACI and FLG, Angelo Sticchi Damiani and Joseph Guccione the representative of FEVR and the Director of our analogous Spanish Victims organizzation, Pat A PAT, Yolanda Domenech.

The Wall of Remembrance is the slogan of road victims Organizations in the world day of remembrance of the many deaths on the roads in the whole world because of road violence. And just last year on the Formula 1 circuit at Interlagos in Brazil our banner was displayed on the track with the UN Special Envoy, Bernie Ecclestone and the Formula 1 drivers to support the plastically # WDR2015.
